Lead with a reason
Separate evidence from guesswork. A changed trigger, review point or useful improvement gives the customer something specific to consider.

Separate renewal, repeat work and reactivation
Group customers by the reason a new conversation might be useful. An approaching renewal, a repeat need and a dormant relationship are different situations. Review the history and current fit before making an offer. A past purchase alone does not establish a present need or permission for every marketing channel.
Exclude unresolved complaints, unsuitable offers and contacts who should not receive the message. Record the reason for contact in a sentence you could explain honestly to the customer. If the only reason is that sales are quiet, the offer needs more work.
Illustrative example: use a real review trigger
A supplier previously helped a client document a process. A later, known system change may justify asking whether the instructions still match the work. The message can refer to that specific change and offer a review conversation; it should not claim the client's process is failing without evidence.
The useful next step might be a check, a small update or no work at all. Record the answer rather than treating every customer as an upsell target. This also helps avoid several team members approaching the same account with unrelated offers.
Keep relevance and permission in the workflow
Check marketing preferences and the applicable rules before sending a campaign. Respect objections and use a clear way to stop further marketing. Do not assume an old customer list can simply be uploaded into a new outreach tool.
Review replies by reason: relevant now, later, no need, wrong contact or do not contact. Use those distinctions to improve the next review. Avoid fake urgency, unapproved discounts and repeated 'just checking in' messages. The quality of the relationship matters more than the size of the send list.
